Introduction |

Through the Regional Development Council, the region has identified strategic commodities or commodities of convergence whereby, among others, the region’s comparative advantages in terms of land suitability and existing production, market competitiveness, and available production support were the considerations. Upon identifications of the commodities, project champions were identified and inter-agency task forces were created to spearhead the shepherding of the commodities from small and/or pilot scale primary production to a larger-scale agribusiness production that, preferably, will support processing activities in order to maximize the commodities’ value-added to the regional economy. These task forces had formulated their action plans with corresponding budget support to identified programs/projects.

| Advantage of Economies of Scale | |

Because of small farm ownership - - less than a hectare - - there is a need for many small farm owners to produce the same commodities to be able to operate like a corporate farming to take advantage of economies of scale in support to processing economic enterprises. In convincing the farmers and farm owners, the LGUs play a critical role. Not only can they advocate for the adoption of the commodities, but they can provide support and incentives for their adopted commodities.

The LGUs can do these through the national government’s One-Town-One-Product Program (OTOP) under the DTI which provides support to the development and marketing of products enrolled by the LGUs as their OTOPs. Rather than develop and promote commodities on their own, the LGUs, through the OTOP program, can tap the support of the national government. The LGUs may adopt the strategic commodities as their primary or secondary OTOPs which actually allow for more than one product. With the strategic commodities as their OTOPs, the LGUs can also take advantage of the support of the member agencies of the strategic commodities task forces.

Not Just Being Different but Making True Economic Difference |

Several LGUs carrying the same commodities as their OTOPs is not necessarily economically disadvantageous. In fact, it is advantageous because of economies of scale and better prospect for investment and export promotion. Adoption of different commodities as OTOPs by LGUs just so to be different from other LGUs may be attractive in terms of product identity of an LGU but it may not be economically sound even in the long run just as the region has been producing many traditional crops for years without really leading to economic prosperity. With this brochure it is intended that the LGUs will consider the regional strategic commodities as their OTOPs. It is imperative that for a sound development direction to take off it should have the ground support of the LGUs. Together, development agents, both at the regional and sub-regional levels should have one voice and one act as a master key in achieving higher level of economic growth for the region.
